Reading Is Not One-Size-Fits-All. And for Deaf Children, the Stakes of Getting This Wrong Are High

Imagine being told your child needs more phonics practice to become a better reader when the science says phonics may have little to do with how your child’s brain processes written language at all.


This is the reality for many families of deaf children right now. Across the United States, state legislatures have passed hundreds of bills mandating phonics-based reading instruction for all students. These policies are grounded in the Science of Reading, which emphasizes the connection between spoken sounds and written letters as the core of learning to read. What these policies have largely failed to account for is the substantial body of research on deaf readers, research that tells a very different story.


A new policy brief, “Avoiding Unintended Consequences: Science of Reading Policies May Harm Deaf Children,” published in the Journal of Deaf Studies and Deaf Education in 2026, brings that research together in one place. The authors consist of more than 30 researchers, educators, cognitive scientists, and school administrators from Boston University, Gallaudet University, the University of Rochester, and institutions across the country. They are all clear on one thing: one-size-fits-all reading mandates are not grounded in the full science, and for deaf children, the consequences can be serious.


Three Things the Research Makes Clear

First, spoken phonological awareness does not reliably predict reading ability in deaf children. Study after study, including brain imaging research and large-scale reading assessments, shows that many skilled deaf readers reach high levels of literacy without engaging the phonological processing that phonics instruction is designed to build. In fact, phonological coding ability explained only 11% of the variance in reading ability among deaf readers. Mandating this instruction for all deaf children ignores what the evidence actually shows about how they learn.


Second, language access is the real foundation. The strongest predictor of reading success in deaf children is overall language proficiency, not spoken language specifically. Deaf children who have early, full access to a sign language develop stronger cognitive and literacy foundations than those who are denied it. Language deprivation, the experience of growing up without access to language during critical developmental windows, has lasting effects on reading, cognition, and well-being that no amount of phonics instruction can undo.


Third, superficial adaptations are not enough. Translating phonics lessons into ASL or adding fingerspelling to hearing-based curricula does not address what deaf children, especially those acquiring written English as a second language, actually need. Instruction that starts from a deaf child’s existing language strengths and is built specifically for the way deaf children develop literacy is supported by evidence.

Many Paths to Literacy

One of the most important findings of the research is that there is no single road to reading for deaf children. The right instructional approach depends on where a child is starting from, including their language foundation, hearing profile, and individual strengths. The paper identifies three distinct starting points:


Path 1: The deaf child who develops and maintains fluency in spoken English throughout all of childhood. For this child, reading may build naturally on knowledge of spoken language. Phonics and spoken-language instruction can be effective here, and the path to literacy most closely resembles that of hearing peers.


Path 2: The deaf child who is fluent in ASL but not spoken English. For this child, written English is a second language and should be taught as such. Reading is learned directly through sign and print, not by decoding sound. ASL provides the language foundation; English literacy is built on top of it. Bilingual education models are well-suited to this pathway.


Path 3: The deaf child with language deprivation. For this child, neither spoken nor signed language is yet fully established. A first language foundation must come before literacy instruction can begin. The essential first step is immersion in a rich, accessible language environment. Only once language is in place can reading be effectively taught.

This framework matters because it reframes the conversation. The question isn’t whether deaf children can learn to read. The question is which pathway fits this child and whether the instruction they’re receiving is actually built for that path.


An Actionable Blueprint for Change

Here is what policymakers, school leaders, and educators can do:

  • Flexible, not one-size-fits-all.

    • Support teacher-led instruction tailored to the diverse strengths and needs of deaf students. A mandate designed for hearing, monolingual children is not a framework for deaf learners.

  • Multiple literacy pathways.

    • Fund and implement evidence-based reading approaches that recognize visual, bilingual, and phonics-based routes to literacy, depending on the child’s starting point.

  • Exemptions for diverse readers.

    • Where restrictive reading mandates exist, create clear exemptions that allow flexibility in assessment and instruction for deaf learners. Differentiated instruction leads to better outcomes.

  • Stronger teacher preparation.

    • Ensure that educators working with deaf children receive comprehensive training in visual literacy, ASL, and differentiated reading instruction, rather than just reading frameworks designed for hearing students.


What This Means for Families

For parents and professionals, this research is a resource and a reminder. You are allowed to ask whether the reading instruction your child is receiving reflects the full body of scientific evidence, not just the part designed for hearing, monolingual children.


Differentiated, language-centered instruction is not a workaround. It is what the science calls for.
