Todd has contributed to multiple projects aimed at improving teaching strategies, applied literacy in ASL and English, and enhancing student outcomes, particularly regarding the role of ASL and bilingualism in Deaf children's education. He co-authored the Bilingual Grammar Curriculum and focuses on school reform, ASL/English bilingual programs, and literacy development. His work explores how ASL and visual modalities can reshape texts, composition, genres, and teaching methods for Deaf children.
